Due to the wording of section (b) it may be construed that "soliciting contributions from the occupant of any vehicle" includes soliciting a ride and is considered illegal on a ''Highway''
However, this is unlikely because of the explicit wording in section (a) regarding hitchhiking being illegal on a ''Roadway'' instead.
