Due to the broad definition of highway, hitchhiking is strictly '''illegal''' in Wyoming. Highway is between the boundary lines of any road which includes, shoulders, berms, grass and sidewalks on the property. It is probably best to avoid hitchhiking in Wyoming if you don't like jail.
