As of 2010 the "Standard Traffic Ordinances for Kansas Cities" prepared and published in book form by the Kansas League of Municipalities declares ''hitchhiking illegal'' in all cities which adopt it's code.
I am not aware of every Kansas city that has adopted this code, (as not all cities upload their code to municode.com) but I know that most all cities in the Kansas City metro area Johnson county as well as Topeka have adopted the code. To be safe, try to hitchhike outside of the city limits of large cities in the state of Kansas.
The exact wording of KS STO 69(a) is as follows:
This overrides the K.S.A. statute that allows you to hitchhike on the shoulder or berm which claims that "no person shall stand on a roadway for the purpose of soliciting a ride..."
Basically the new KS STO code as of 2010 makes it illegal to hitchhike anywhere near a road even if you are not on the paved portion designed for the ordinary flow of traffic. Thank you to the police departments of Lenexa and Topeka for cooperating in making this information public.
Wichita has not adopted the KS STO 69(a) statute but has adopted the following statute instead:
(a)No person shall stand in ''or in proximity to'' a roadway for the purpose of soliciting a ride from the driver or occupant of any vehicle.
These are the only cities in Kansas (that have uploaded their municipal code to Municode.com) in which hitchhiking is illegal on the shoulder or berm. However when outside the limits of any a city, it is not never illegal to hitchhike in the state of Kansasif you are on the shoulder or berm. Do not let the police bully you and try to tell you otherwise. Wyandotte county, and the cities of Manhattan, El Dorado, Salina, Leavenworth, and Fort Scott are ''legal'' to hitchhike in if you are off the paved portion of the road.
