In stead of all of that fighting your way out of the city you can take a bus or train to Arna or Takvam and hitchhike just before the E16 and RV 7 meet. There is a bus station where cars can pull over easily since they slow down for the forthcoming roundabout. There is a good flow of trafic even in winter. But in case If that doesn't work you may still try the turist info&fast food place across the highway.I would recommend you should take rides at least to Voss where you can continue further.
