Cipoletti is a town close to Neuquen. There is a peaje on the highway. But in Argentina you will likely be sent away by the people working at the peaje. You might be very lucky and get a ride at the YPF gas station. There is also an unused Esso gas station at the other side, where you can ask truckers to take you.
