Scandinavia

Scandinavia, or Sweden and Norway (arguably also Denmark) offer beautiful scenery and it's legal to put up your tent in most places (not inside cities though). Hitchhiking is very well possible, though on some roads (especially the east-west roads in the north) there's hardly any traffic, so be prepared to walk a lot.
