:Both, [[Nordrhein-Westfalen]] and [[Bayern]], are redirects into the category namespace. When building the bread crumbs trail, the software follows redirects before seeing the isin in the redirecting page. Thus, [[München]] isin [[:Category:Bayern]], not in [[Bayern]]! Since [[:Category:Bayern]] has no higher level isin, the trail stops here.

Both, Nordrhein-Westfalen and Bayern, are redirects into the category namespace. When building the bread crumbs trail, the software follows redirects before seeing the isin in the redirecting page. Thus, München isin Category:Bayern, not in Bayern! Since Category:Bayern has no higher level isin, the trail stops here.
You could call this a bug, but actualy, it is a logical dilema. Either use the isin in the redirecting page and ignore a potential isin in the page where the redirects points to, or doing it the other way round. It's not possible to do both.
