From the Črnomerec and Ljubljanica bus terminal there's a free bus to Westgate shopping center which is adjactent to pay-tolls [http://westgate.com.hr/index.php?lan=cr&id=220], see also [http://maps.google.com/?q=zagreb&ie=UTF8&hq=&hnear=City+of+Zagreb,+Croatia&ll=45.874518,15.829003&spn=0.009815,0.02459&t=h&z=16 Google Maps], it's a bit of a hike to get from the shopping center to the toll place.
