Houston has plenty of truck stops ranging from $7 to $12 per shower. However, your cheapest bet will be in Memorial Park. They have a running center (whie building just off Memorial Drive) where showers cost $1. Locker and clean towels cost an extra $1.25.
EDIT: As of 11/2021, the Running Center in Memorial Park is closed due to renovations. However, check out the Memorial Park Sports Fitness Center or the Memorial Park Tennis Center. Showers cost 88 cents and 75 cents, respectively. The Tennis Center has far more showers and is cleaner but might be a longer hike depending on which direction you're coming from.
